2.3—Staff Plan
This process element creates the Staff Plan that facilitates specifying, acquiring, and assigning
the resources needed to conduct the project.
It includes preparing a staff responsibility matrix and managing team formation
to fulfill resource requirements. It
also provides the mechanism, a resource request form, to expedite the resource
acquisition process when resource managers external to the project are involved
in contributing resources to the project effort. The Staff
Plan also allows the project manager or other responsible individual to
maintain relevant project team member information and to track individual
assignments and performance.

The Staff Plan
can be created in conjunction with the Project Work Plan, and finalized with
the completed development of the project WBS.
The Staff Plan in general may
be prepared simultaneously with other project plan components.
process steps and toolkit reference
The following four process steps will be accomplished to
create the Staff Plan.
2.3.1—staff requirements—Identify and describe the staff
positions needed to perform this project.
Specify the type or category of resources needed and the activity they
will perform. List the staff roles
according to position title/technical discipline (e.g., engineer II, developer
I, etc.). List vendor for work
activities expected to be outsourced.
2.3.2—staff management plan—Review customer and staff requirements to prepare guidance
for project team formation and management during the project. This will include specifying group and
individual development actions that make the team a cohesive unit.Specify the individual who will be
responsible for staff management plan management.
2.3.3—staff acquisition—Compile, monitor and manage
information that is used to request project staff members and to oversee the
staff acquisition and development process.
Identify project staffing needs, prepare the acquisition request, and
track acquisition of staff resources.
2.3.4—staff assignments— Compile, monitor and manage information that is relevant to
assigning and managing individual project team members. Track individual project task assignments and

The project manager leads the project planning team (or
adjunct project team) in developing the resource requirements matrix to
identify staffing needs, and assigns project planning team members (or adjunct
project team members) to prepare the associated Staff Management Plan. The project manager also oversees preparation
of resource acquisition requests that are sent to and collaborated with
internal resource managers. Resource
managers’ commitments of resources are tracked, and in some cases it will be
necessary for the project manager to collaborate or even negotiate for resource
time with individual resource managers.
As resources are assigned to the project, the project manager and key
assistants will work with the growing project team to develop its capability
and cohesiveness. In turn, individual
assignments and performance will be tracked and managed under this Staff Plan.
